Q: What are the eligibility requirements for purchasing offshore duty-free goods?

A: According to the revised Provisions of the Announcement on the Duty-free Shopping Policy for Travelers Leaving Hainan Island, all domestic and foreign travelers, including residents of Hainan province, who are at least 18 years old and possess valid identification documents (ID cards for domestic travelers, travel documents for visitors from Hong Kong, Macao and Taiwan, and passports for foreign travelers), and have purchased tickets for an airplane, train or ship departing from Hainan Island to other destinations within China or abroad, are eligible to purchase offshore duty-free goods. The annual purchase quota is 100,000 yuan ($14,074) per person, with no restriction on the number of transactions.
